Council's proposed reclassification of certain public land in St Marys Town Centre is now complete. On 25 August 2017 the NSW Government published the necessary amendments to Penrith Local Environmental Plan 2010, completing the reclassification process.

The land includes the open space known as Kokoda and Lang Parks and the car parking in Station Street and West Lane. The reclassification of this land will help deliver the outcomes set by the adopted St Marys Town centre Strategy 2006, which includes the reconfiguration and redevelopment of some of the land to help stimulate and grow the Town Centre.

We want to create attractive public spaces, bring new business and investment and generate jobs. Proposed infrastructure links will help. Some possible future actions include a new town square, residential apartments near the train station, a new street between Queen Street and Charles Hackett Drive, and the integration of expanded shopping centres with the Town Centre.

The reclassification of the land does not include any proposal to sell or develop the land. Such considerations are subject to separate processes and decisions. In addition, the reclassification does not commit Council to the sale or development of the land, nor does it remove the land from Council’s ownership or prevent the current use of the land from continuing. Nevertheless, it will allow Council and the community to consider opportunities, including new development, that use the land.

In deciding to reclassify the land, Council set Strategic Objectives that need to be addressed by any potential purchasers and developers of the land. These Strategic Objectives respond to the concerns raised during the public exhibition of the proposed reclassification and will help deliver the Strategy’s outcomes.

Council will soon amend Penrith Development Control Plan 2014 to reinforce the Strategic Objectives. It will also set up a working party of community representatives to input on development proposals.
