Planning Proposal to amend Penrith Local Environmental Plan 2010 for 92, 94 and 96 Victoria Street, Werrington

The public exhibition has finished and the deadline for submissions has passed. The results of the public exhibition will be reported to the elected Council for its consideration in the coming months.


Council recently exhibited a Planning Proposal to amend the Penrith LEP 2010 to rezone the land and change the planning controls at 92, 94 & 96 Victoria Street, Werrington (“the site”).

A Planning Proposal is a request to the NSW Department of Planning and Environment to amend a Local Environmental Plan (LEP). LEPs are legal documents that guide future development through land use zones and development controls.

Council invited the public to inspect and comment on proposed changes to the Penrith Local Environmental Plan 2010 (LEP). A Planning Proposal for 92, 94 and 96 Victoria Street, Werrington seeks to change the LEP to:

  • rezone the land from R3 Medium Density Residential to R4 High Density Residential

  • amend the existing building height limit from 8.5 metres to 15 metres, and

  • change the minimum lot size from 400m2 to 800m2, in order to maintain consistency with the adjoining R4 zoned land to the north and east.

The NSW Department of Planning and Environment has issued an authorisation for Council to exercise delegation to make this plan.

The planning proposal and supporting information was publicly exhibited from Monday 16 April to Wednesday 16 May 2018.
